Whether a building encumbrance has already been entered for a property can be determined by looking at the building encumbrance directory (see link).
For the justification or deletion of a building encumbrance, please contact the responsible building inspection department of the district offices.
Deviating from this, the tasks in the port usage area are performed by the Hamburg Port Authority (HPA) and in the area of the Kehrwiederspitze, Speicherstadt, HafenCity and the reserved areas (e.g. Mitte Altona) by the authority for urban development and housing, office for building regulations and structural engineering.
The Environment and Energy Authority is responsible for building encumbrances to secure the drainage of waste water via other properties.

• Online: You can access the online service via the HamburgService link. The selected documents are retrieved there.
• The applicable fees are paid by credit card or direct debit.
• E-mail, fax or letter: The owner of a piece of property, a person entitled to build a building lease or an authorized person creates an order.
• The documents are then sent together with the fee notice as PDF files by e-mail or sent in paper form by post.

If a building encumbrance is registered for your property, you have the obligation to do, tolerate or refrain from doing certain things that affect the property.
The only thing that is not possible in Hamburg is to inspect the building encumbrance register for these building encumbrances.
Instead, you can request information in the form of excerpts from the register of building encumbrances from the state office for geoinformation and surveying.
