Prerequisites
Anyone who has German citizenship on election day, is at least 16 years old, has lived in Hamburg for at least 3 months and is not excluded from the right to vote is entitled to vote at the district assembly. In addition, anyone who has the nationality of one of the member states of the European Union instead of the German is entitled to vote.
If a person entitled to vote moves to the area of another constituency after the electoral register has been drawn up, they can vote in the previous electoral district, unless they have been entered in the electoral register of a constituency in their new constituency upon their application.
