Activities involving pathogens - apply for permission

Prerequisites

A permit according to § 44 IfSG is granted on a personal basis and after checking the personal requirements. The applicant must meet the following requirements:

• The reliability (cf. § 47 para. 1 no. 2 IfSG) must be given.
• The required expertise (cf. § 47 Para. 2 IfSG) must be proven by
  • the completion of a degree in human, dental or veterinary medicine, pharmacy or the completion of a scientific college or university degree with microbiological content and
  • at least two years of full-time work with pathogens under the supervision of a person who is licensed to work with pathogens.

You can prove the required expertise and reliability by submitting it

• Your training certificates (university certificates, if applicable, certificates and other documents, e.g. diploma certificate, doctoral certificate or similar in copies/scans),
• a certificate of two years of full-time work with pathogens,
• a copy/scan of the relevant supervisor's permission to work with pathogens, especially if this permission was not granted in Hamburg and
• the signed declaration of reliability, also as a scan.

Please note

Basically every person who works with pathogens needs a permit. Exceptions to the permit requirement are only available where the Infection Protection Act (IfSG) expressly regulates them. All activities involving pathogens must be reported to the competent authority, regardless of whether they do not require or require a permit.

In principle, every person who works with pathogens needs a permit. There are only exceptions to the permit requirement where the IfSG expressly regulates them.
All activities involving pathogens must be reported to the competent authority, regardless of whether they require or do not require a permit. Before starting work involving pathogens, all permit holders must report the start of work.
The term "work" is defined in particular as follows:

• Experiments with reproductive pathogens,
• microbiological and serological tests to identify notifiable pathogens,
• targeted accumulation or multiplication of pathogens.

Anyone who carries out an activity specified in § 44 IfSG must immediately notify the competent authority of any significant change in the condition of the rooms and facilities, the disposal measures and the type and scope of the activity. The termination or resumption of activity must also be reported.
