You shall submit the safety report to the competent authority within a reasonable period of time set by the competent authority before putting the systems into operation.
You update the security report
- at least every five years,
- in the event of a change relevant to an accident,
- after a major accident event (Appendix VI Part 1 of the 12th Federal Immission Control Ordinance) and
- whenever new circumstances require this, or to take into account the new level of safety-related knowledge and current findings for assessing the risks.

Service description
As the operator of an upper class operating area, you are obliged to prepare a safety report that contains at least the details and information listed in Annex II of the Major Incident Ordinance. You must submit the safety report to the responsible authority before commissioning.
You must regularly review your security report:
- at least every five years,
- in the event of a change relevant to an accident in accordance with Section 3 Paragraph 5b of the Federal Immission Control Act,
- after an event according to Annex VI Part 1 and
- at any other time if new circumstances require this, or to take into account the new level of safety-related knowledge and current findings for assessing the risks.
If the review reveals that there could be a significant impact on the hazards associated with an incident, update the safety report immediately. You must immediately submit the updated parts of the safety report to the responsible authority. In the event of a change relevant to an incident, submit the updated part of the safety report to the responsible authority at least one month before you make the change.
The responsible authority is obliged to inform you of the results of its examination of the safety report within a reasonable period of time, unless the safety report is the subject of an approval procedure under emissions control law.
