Prerequisites
- They have German citizenship.
- They must be present in person when submitting the application.
If the passport is to be applied for on behalf of a minor (under 18 years of age):
- personal presence of the minor
- The minor has German citizenship.
- All legal guardians are present in person.
If a parent or guardian cannot be present, their consent must be provided in writing.
In cases of shared custody, the person with custody who primarily resides with the minor (main residence) must be present.
For applications submitted outside your main residence, if Hamburg is your secondary residence:
- You provide an important reason why you are not applying for the passport at the office responsible for your main residence.
- The authority responsible for your main residence will approve it. Approval will be obtained by the office where you intend to submit the application.
Documents required
- Proof of identity, for example
- ID card
- old passport or child's passport
- current biometric passport photo
- From May 1, 2025, you must submit your passport photo in electronic form. You can have the passport photo taken on-site, or bring a QR code that the photo studio will give you when the photo is taken.
If the passport is to be issued for a person under 18 years of age, additionally:
- personal presence of the minor
- Proof of sole custody
- In the case of joint custody, the declaration of consent and the identity card (alternatively a clearly legible and recognizable copy of the identity card) of the absent parent or guardian.
- Birth certificate (always required for first-time applications)
If your name has changed, also:
- Birth certificate, marriage certificate, marriage certificate or declaration regarding name usage
If you are applying for a passport for the first time and have acquired German citizenship through naturalization, please also note:
- Passport or identity card from the country of birth or an identity certificate
- Naturalization certificate
If you wish to register a doctoral title for the first time, please also note:
If you wish to register a religious or artistic name for the first time, please also include:
- Proof from the competent authority of the right to use a religious or stage name (in Hamburg, the competent authority is the Authority for the Interior and Sport)
If your passport has been stolen and you have already filed a police report, please bring the police report with you.
Note: A photo booth (speed capture terminal) is available. The cost for a photo taken on-site is €6.00. You will not receive a printed copy. Please note that the photo booth is not suitable for passport photos of infants and toddlers.

In principle, you are only allowed to have one passport. You can only be issued a second passport if you can prove that you have a legitimate interest. For more information, read the linked entries.
If you are already abroad and need a German passport, for example because you have lost your passport or because it has been stolen, please contact the German representation abroad.
Deadlines
Period of validity:
- Application under 24 years: Passport is valid for 6 years.
- Application from age 24: Passport is valid for 10 years.
- Provisional passport: maximum 12 months
