Prerequisites

Oversize and heavy transport

The VD 12 TGM is responsible as the permit and approval authority if traffic requiring a permit begins in Hamburg or the company carrying out the transport has its headquarters or a branch in Hamburg.

The applicant must confirm in writing that he accepts liability for damage caused to the road construction contractor. The “Declaration of Liability” form must be used for this purpose.

In order to receive a permit, the VD 12 TGM must usually be presented with a special permit in accordance with Section 70 of the Road Traffic Licensing Regulations. These can be applied for at the Landesbetrieb Verkehr, Department for Exceptional Approval Management (AGM).

National events

VD 12 TGM is responsible for national events with up to 10,000 participants and the start of the event in Hamburg.
Proof of insurance covering statutory liability claims must be submitted with the application. The “Liability insurance protection” form must be used for this purpose.

The application form and the form must be used to provide proof of liability insurance.

Procedure

Oversize and heavy transport

The application and approval process for oversized and heavy transports is processed online via the procedure management for oversized and heavy transports (VEMAGS®).
You can access the VEMAGS® application at www.vemags.de, registration is required.
Permissions and special permits are issued with conditions and requirements that do not restrict the flow of traffic more than necessary, while meeting all safety and order requirements of the roads, bridges and other structures along the way.

National events

The implementation of a national event is with the form
"Application form events" applied for at the VD 12 TGM.
The permits are issued with conditions, requirements and orders for traffic control measures.

Processing time

The processing time depends in particular on the scope of the application and the number of agencies involved.

Fees

The fees for large and heavy transport and for national events are based on the fee schedule for road traffic measures (GebOSt).

Oversize and heavy transport

Large-capacity and heavy transports exceed the permissible legal limits in terms of their dimensions and/or weights and are therefore subject to approval.
Traffic Directorate 12 - Transport Permit Management/Major Events (VD 12 TGM) processes some of the required permits.
Which includes:

• Permissions according to § 29 paragraph 3 road traffic regulations
• Exemption according to § 46 Paragraph 1, No. 2 and No. 5 Road Traffic Regulations

A notice:
Exemption permits for large-capacity and heavy-duty transports in accordance with Section 70 Paragraph 1 of the Road Traffic Licensing Regulations are processed by the Exemption Permit Management department of the State Transport Authority.

National events

Events for which the streets are used more than normal traffic require a permit.
In particular, this concerns:

• Motor sport events with motor vehicles,
• Bike races, triathlons, bike tours with more than 100 participants, popular hikes with more than 500 participants
• Processions at folk festivals

The VD 12 TGM processes the necessary permits according to § 29 paragraph 2 of the Road Traffic Act for cross-state events with up to 10,000 participants
