Apply for approval for the construction and operation of plants
If you want to set up or operate systems that can damage the environment to a particular extent or endanger the general public, you need a permit.

Prerequisites
The authority will give you permission if
1. You meet the legal obligations based on the Federal Immission Control Act and
comply with the statutory ordinances on requirements for systems requiring approval and
2. other public law regulations and occupational health and safety concerns do not conflict with the construction and operation of the system.
For systems with different operating modes or in which different materials are used (multi-purpose or multi-fuel systems), you will receive approval for the different operating modes and materials upon application if the above requirements are met for all recorded operating modes and materials.

Procedure & Fees
Procedure
You submit the application for approval for the construction and operation of plants requiring approval in writing or electronically to the competent authority.
The authority will examine your application.
If necessary, the authority will request further information or documents from you.
The authority publicly announces the application and the associated documents and makes it publicly available for one month.
The authority requests the other authorities involved to comment on the approval process within one month.
Objections will be discussed with you and those who raised the objections in a public meeting.
In a simplified approval procedure or if public participation is refrained from, there is no public display and no hearing.
The authority decides on your application. If necessary, the authority supplements the notice with content and additional provisions.
You will receive a written decision with reasons.
Those who have raised objections will also receive the decision with reasons.

If you would like to set up and operate a facility which, due to its nature or operation, is particularly suitable for causing harmful environmental effects or otherwise endangering, seriously disadvantagering or disturbing the general public or the neighborhood, you need a permit by the competent authority. This also includes stationary waste disposal facilities for the storage or treatment of waste.
