Ensuring operational safety - Apply for permission to set up and operate aviation refueling systems
If you want to build or operate an airfield refueling system for flammable liquids with a flash point <23°C or make certain changes to it that affect the safety of the system, you must apply for a permit from the responsible authority.
Important notes
Prerequisites
- The system for which you are applying for permission must be a system that requires permission.
- You must build and operate it according to the state of the art.
- Your documents must be complete, plausible and meaningful.
- The test report from the approved monitoring body (ZÜS) must confirm that the system applied for can be operated safely if the measures specified in the documents, including the tests, are adhered to.
Documents required
Informal application with the following information:
- Last name, first name, company name
- Applicant's address
- Contact information (email, telephone, fax)
- Specify which type of permission is desired:
- Construction and operation
- Modification and operation
- Partial permission
- Indication of the operating location
- Subject of the application
- Description of the facility
- Description of the equipment, system technology and interaction with other systems
- Description Piping system, including existing cathodic corrosion protection as required
- Piping and instrument flow diagram (P&ID flow diagram)
- Safety data sheets
- Description of operation
- Overview plan
- Site plan
- Floor plan/technical plan
- Ex zone plan
- Explosion protection concept
- Description of the liquid-tight area in the filling areas
- Calculation of manufacturing costs
- Other facilities
- Test report from an approved monitoring body (ZÜS). The test report must confirm that the system can be operated safely if the measures mentioned are adhered to.

The application documents can also be submitted in digital form.
Deadlines
The permission expires if:
- you have not started construction of the facility within two years of the permit being granted,
- you have interrupted the construction of the system for two years or longer or
- You have not operated the system for a period of three years.
Procedure & Fees
Procedure
- Submit the application for approval of the system requiring monitoring with the necessary documents, including the test report from the approved monitoring body (ZÜS), to the responsible authority.
- If there is a requirement for approval under the Federal Immission Control Act, you will receive the application documents back, as a permit under the Industrial Safety Ordinance will then be checked as part of the necessary approval under the Federal Immission Control Act.
- The responsible authority will make its decision after review and communicate it to you.
Processing time
The competent authority must decide on the application within three months of receiving it.
Fees
Fees are charged for processing the permit application in accordance with the fee schedule for the areas of occupational safety and plant and product safety (ArbSchGebO HA).
The amount of the fee depends on the time required to review the application documents and prepare the permit.

Contradiction:
- You can object to the decision within one month of the announcement.
- You must submit the objection to the responsible authority in writing or for recording.

Service description
Airfield refueling systems are stationary systems or areas on airfields in which aircraft fuel tanks are filled with flammable liquids (flash point <23°C) from hydrant systems. These are systems that require monitoring.
You need permission from the responsible authority if you use an airfield refueling system:
- want to build and put into operation
- want to change the design or mode of operation in such a way that the safety of the system is influenced
- limited
- limited
