Despite the increasing number of inhabitants and an increasing need for space for living, leisure, work and commerce, Hamburg is still a green city and the landscape program of 1997 was one of the decisive factors. The legal basis for the landscape program is the Federal Nature Conservation Act and the Hamburg Law on the Implementation of the Federal Nature Conservation Act. The competent authority thus has the planning mandate to define the goals of nature conservation and landscape conservation for Hamburg and to update them if necessary or as required. The landscape program fulfills this legal mandate to protect human life and health and to take responsibility for future generations in populated and unpopulated areas.
