Determining the market value according to BauGB
If you would like to know the value of an undeveloped or developed plot of land, you can have this determined by a market value appraisal by a committee of appraisers.
Important notes
Prerequisites
Upon request, you will receive an appraisal of the market value of real estate if the following applies to you.
They are
- owner of the property,
- a person with other rights to the property or
- Those entitled to a compulsory portion, for whose compulsory portion the value of the property is important.
- the authorities responsible for the enforcement of the Building Code,
- the authorities responsible for determining the value of real estate or the compensation for real estate, or
- Courts and judicial authorities or
- other persons with the consent of the owner of the property.
Documents required
- Informal application in text form
- Declaration of consent from the owner
- Power of attorney to inspect, for example, the construction file or the land register (see power of attorney for the owner of the valuation order)
- Questionnaire with detailed information about the property (see information sheet for appraisal orders)

- A free approximation of the land value per square meter of land area is available via the interactive land value map from Hamburg BORIS.HH.
- You can obtain manual information using the LGV (HH) expert committee form.

Procedure
- You submit an application to the office of the expert committee.
- Your eligibility to apply will be checked on the basis of the documents submitted.
- Employees of the office inspect the object to be appraised (property or apartment) and evaluate the documents.
- The expert committee inspects the appraisal object and decides on the market value.
- The report will be created and sent to you.
- The notification of costs will be sent to you.
Processing time
The processing time depends on the valuation object.
In individual cases, please contact the office of the responsible expert committee.
Fees
The amount of the fee depends on the determined value and the difficulty of the valuation.
The preparation of a traffic report in Hamburg can cost from 5000 euros.

Service description
You can request an appraisal of the market value of a property (developed or undeveloped property, residential or part ownership or heritable building rights) from the expert committee for property values.
In the event of inheritance disputes between heirs, this can help to avoid disputes.
These opinions are not binding unless otherwise specified or agreed.
The market value is equivalent to the market value of a developed or undeveloped property.
Pursuant to Section 193 Paragraphs 1-4 of the Building Code, it is the task of the respective expert committees to provide appraisals of the market value.
Section 199 of the Building Code authorizes the federal states to issue their own ordinances for the formation of expert committees.
