Apply for an exception for lighting private small fireworks outside the turn of the year
If you as a private person want to set off a small fireworks display outside the turn of the year, you need a special permit. You must apply for this in advance and conditions may be imposed.

Prerequisites
- You must be at least 18 years old to light category F2 small fireworks.
- There must be a special occasion (e.g. a golden wedding anniversary).

You can apply in writing for approval for the exception of lighting small fireworks (category F2).
The following applies to Hamburg: The lighting of private small fireworks in category F2 is not subject to approval. An application can be made, but it will be rejected in any case. The reasons for this can be obtained from the competent authority.
If you want to apply for admission in writing:
- You must submit the application for approval of an exception for the lighting of small fireworks (category F2) to the responsible authority in advance.
- The competent authority will examine your application and decide whether you can be granted an exemption. It is checked that there is no danger from the small fireworks, that there is a justified reason and that all relevant documents are available.
- If documents are missing, you will be contacted.
- If there is a justified reason and if you submit all the necessary documents, the responsible authority will issue you with an approval for the exception.
- You call up the online service.
- You can continue without registering, but you can also register using a citizen service account. If you require an exception as part of your business, you can sign up through a service account business.
- You fill out all mandatory and optional fields, if any.
- You upload all the necessary evidence as an attachment.
- The remaining procedural steps correspond to the written procedure.

Service description
You need a pre-applied permit to set off fireworks outside of the New Year.
If you are at least 18 years old, you may on 31.12. and 1.1. burn pyrotechnics of category F2 (fireworks) for one year without special official permission.
During the rest of the year, this is only permitted to holders of an explosives permit or a certificate of competence. Outside of this period, however, you can apply for a special permit as a private individual if you are at least 18 years old for special occasions (such as a wedding).
