This characteristic building culture, which has historically proved to be a guide for Hamburg's urban development and still determines large parts of current building activity, is about to change fundamentally. The reasons for this are the requirements of climate protection, which are reflected, among other things, in the Federal Energy Saving Ordinance and the Hamburg Climate Protection Ordinance. These have lasting consequences for the cityscape due to increasing changes in the old building stock. Individual buildings, entire streets and districts are already disappearing behind thermal skins, the design qualities of which in many cases do not match those of the original facades.
