Apply for approval of a facility or facility for animal by-products
Companies need a license for certain activities when handling animal by-products.

Prerequisites
The systems must meet the respective requirements of Regulation (EC) No. 1069/2009 and the respective requirements of Regulation (EU) No. 142/2011. Furthermore, the systems must meet the requirements for the processing, treatment and disposal of animal by-products specified in Part 4 of the Ordinance for the Implementation of the Animal By-Products Disposal Act (Animal By-Products Disposal Ordinance - TierNebV).

Procedure
- You submit the application for approval, including all necessary documents, to the competent authority
- After the application and preliminary examination, a site visit is carried out to check whether the requirements relevant to the individual case have been met.
- When assessing the approval requirements of a company, the competent authority can consult veterinary experts. It is possible to involve other non-veterinary experts.
- The administrative procedure is completed by issuing a notification of admission.
- With the approval, the company receives an individual, published approval number for ABP (animal by-products) companies, which also identifies it in the commercial documents and mandatory records in commercial transactions.

Service description
All animal-derived residues that are not suitable or intended for human consumption are animal by-products. These should be recycled and disposed of safely in such a way that neither the health of humans and animals nor the environment are endangered. For this purpose, the animal by-products are divided into three risk categories according to the degree of risk they pose to human and animal health, which are to be processed or disposed of differently (Articles 7-10 of Regulation (EC) No. 1069/2009) .
A license is required for certain activities involving the handling of animal by-products. If you want to carry out one of the following activities, you need a permit from the competent authority beforehand:
- Processing of animal by-products by pressure sterilization, by processing methods according to Article 15 paragraph 1 subparagraph 1 letter b of VO (EG) 1069/2009 or approved alternative methods according to Article 20 VO (EG) 1069/2009
- Disposal as waste by incineration of animal by-products and derived products, except in relation to plants or operations that have an operating license in accordance with Directive 2000/76/EC
- Disposal or recovery of animal by-products and derived products, if they are waste, through co-incineration, except in relation to plants or establishments that have an operating license in accordance with Directive 2000/76/EC
- Use of animal by-products and derived products as fuel
- Manufacture of pet food
- Manufacture of organic fertilizers and soil improvers
- Conversion of animal by-products and/or derived products into biogas or compost (biogas plant and composting plants)
- Treatment of animal by-products after their collection, in the form of operations such as sorting, cutting, chilling, freezing, salting, removal of skins and skins or of specified risk material
- storage of derived products
