As of October 1st, 2008, the building construction departments of the federal building authorities will only ask companies that have prequalified themselves to submit offers for restricted tenders without a public participation competition and in the case of direct award. Due to the changes in procurement law in the course of the economic stimulus program, construction contracts from all authorities and district offices are only tendered to a limited extent.
