Apply for an individual operating permit for vehicles

For vehicles that are not manufactured in series, you need an individual operating permit.

Detailed description

For vehicles that are not mass-produced, you must apply for individual type approval in order to be registered for road use. This also applies to vehicles without EC type approval (COC certificate) from abroad, as well as deregistered vehicles that were removed from the vehicle register after 7 years and are to be re-registered.
The individual operating permit confirms that the vehicle complies with the construction and operating regulations.

Prerequisites

  • The vehicle is
    • self-constructed
    • imported,
    • has never been officially approved in the European Economic Area (EEC),
    • has no EC type approval or
    • has been deregistered for more than 7 years.
  • You are authorized to dispose of the vehicle or have been commissioned by the person authorized to do so.

Documents required

The scope of the documents required to apply for an exemption varies from case to case, but at least the following are required:

  • a report from an officially recognised expert for motor vehicle traffic in accordance with Section 13 EG-FGV
  • a valid identity card or passport with confirmation of registration
  • a commercial register extract for companies
  • a power of attorney when applying in power of attorney
  • as required: reserved license plate
  • an informal application

Decisions are always made on a case-by-case basis. The granting of an individual operating permit can only be made after reviewing all the necessary documentation.

Procedure

  • You request an expert opinion from an officially recognized expert.
  • They submit the expert report along with the other documents to the state transport authority.
  • This person then creates or amends the registration certificate (vehicle title and vehicle registration document) or affixes a seal to the expert opinion for obtaining an individual approval according to § 13 EC-FGV or operating permit according to § 21 StVZO, confirming that the operating permit has been granted.

Your request will be processed directly on site.

Fees

The fees amount to EUR 39.50, provided no further exemptions are required.
