Vehicles that are not manufactured in series require an individual operating permit in order to be registered for road traffic.

Detailed description

Vehicles that are not mass-produced require an individual operating permit in order to be registered for road traffic. This also applies to vehicles without EC type approval (COC certificate) from abroad, as well as decommissioned vehicles that have been deleted from the traffic register after seven years and are to be re-registered. The individual operating permit confirms that the vehicle complies with the construction and operating regulations.

 

Information

Prerequisites

A self-constructed vehicle or the import of a vehicle that has never been homologated in the European Economic Area (EEA) is to be registered for use on public roads in Germany. The applicant is authorized to use the vehicle or has been commissioned by the person authorized to do so.

Documents required

The scope of the documents required to apply for an exemption varies from case to case, but at least the following are required:

  • a report from an officially recognised expert for motor vehicle traffic in accordance with Section 13 EG-FGV
  • a valid identity card or passport with confirmation of registration
  • a commercial register extract for companies
  • a power of attorney when applying in power of attorney
  • as required: reserved license plate
  • an informal application

A decision is only made on a case-by-case basis and a decision can only be made about granting the individual operating permit after checking the complete documents.

Procedure

  • You request a report from an officially recognized expert
  • You submit the report together with the other documents to the State Transport Authority.
  • This person then creates or changes the registration certificate (vehicle registration document and vehicle registration certificate) or notes with a seal on the report for obtaining an individual approval according to Section 13 EG-FGV or operating license according to Section 21 StVZO that the operating license has been granted.

Fees

39.50 EUR, unless further exemptions are required. The basis for this is the fee schedule for measures in road traffic (GebOSt).
