Prerequisites
- You have imported a vehicle from abroad.
- For private individuals: Their registered residence is in Hamburg.
For companies: The company's or business's registered office or place of business is Hamburg.
- The vehicle must comply with the construction and operating regulations of the German Road Traffic Licensing Regulations (StVZO).
Documents required
New vehicles
The following documents are required for admission:
- a valid identity card or an electronic residence permit (eAT) or passport with current registration confirmation
- the EC Certificate of Conformity (CoC document) from the manufacturer, the manufacturer's data confirmation or an expert opinion according to § 13 EC-FGV (EC Vehicle Approval Regulation)
- a statement from the seller that no registration certificate has yet been issued or that the foreign registration documents are in their original form
- Authorization to dispose of the goods, for example, the original purchase contract
- the electronic insurance confirmation as an eVB code (available from the car insurance company)
- A declaration of consent from all legal guardians in the case of persons who are not fully legally competent.
- A SEPA combined mandate in its original form for the collection of vehicle tax via direct debit (form can be found under Services and Links)
If the tax is not to be paid by the owner himself, but by a so-called willing third party, a copy of the identification document of the willing third party is required.
- If necessary, a customs clearance certificate (if outside the EU)
- the appointment confirmation
Additionally, if an authorized representative submits the application:
- the legibly completed original power of attorney together with the legible color copy of the identity card of the grantor.
- the original identification document of the authorized representative
Companies or associations must also submit the following documents:
- a company/association certificate (for example, an extract from the commercial register or an extract from the register of associations)
Additionally, if an authorized representative submits the application:
- the legibly completed original power of attorney together with the legible color copy of the authorized representative's identification.
- the original identification document of the authorized representative
Used vehicles
The following documents are required for admission:
- a valid identity card or passport with current proof of registration of the vehicle owner
- the EC Certificate of Conformity (CoC certificate) from the manufacturer, the manufacturer's data confirmation or an expert opinion according to § 21 StVZO (German Road Traffic Licensing Regulations)
- the original vehicle documents from abroad (including official translations if applicable)
- the foreign license plates, provided the vehicle is still registered
- the electronic insurance confirmation as an eVB code (available from the car insurance company)
- A declaration of consent from all legal guardians in the case of persons who are not fully legally competent.
- Proof of valid vehicle inspection (TÜV; if the vehicle is older than three years)
- A SEPA combined mandate in its original form for the collection of vehicle tax via direct debit (form can be found under Services and Links)

Please note
Foreign license plates and registration documents will be confiscated during the registration process in Hamburg. You will receive a certificate confirming this.
You should deregister the vehicle yourself in the country of origin, if possible.
The LBV reserves the right to conduct an identity check in individual cases. For this purpose, you may be required to present the vehicle.
If the keeper and owner of the vehicle are not the same person (as is the case with leased vehicles), the LBV must be informed in whose name the vehicle is to be registered.
Registration without existing vehicle documents:
If you buy a vehicle abroad without registration documents, you must obtain confirmation from the last registration authority abroad, stating the vehicle identification number (VIN), that there are no negative findings regarding the vehicle, that new documents cannot be issued there, and that there are no objections to its registration in Germany. Otherwise, the vehicle cannot be registered.
