Be recognized as an expert under the Dogs Act

You can have yourself recognized as an expert or expert according to the Hamburg Dog Law in order to carry out obedience tests or character tests.

Detailed description

As a recognized expert or recognized expert for leash releases, you are allowed to carry out obedience tests in accordance with the Dog Act.


After successful recognition, you can carry out and certify tests for leash release. With this certificate, owners can walk their dogs off-leash in public in accordance with the requirements of the local authorities.



As a recognized expert or recognized expert for temperament tests, you are allowed to carry out temperament tests in accordance with the Dog Act. After successful recognition, you can carry out the tests and certify them for submission to the responsible authority.

 

Information

Prerequisites

In order to be recognized as an expert or expert witness under the Dog Act, you must

  • have comprehensive knowledge of dealing with dogs (at least 3 years).
  • regularly take part in further training courses (at least a 2-day course per year)
  • present a concept for carrying out the character test or obedience test
  • Prove your reliability (through a police clearance certificate)

Documents required

  • Written and informal application for which type of test (temperament test and/or obedience test) you would like to be recognized.
  • Submission of a concept for conducting character tests and/or obedience tests
  • Certificates of further training

For recognition as a character tester:

  • Proof of ethological knowledge about dogs
  • At least five observations during the character test
  • Description of the property according to type and location where you will carry out the character tests (excerpt from a map, e.g. from Google Maps, with an entry of the testing site is sufficient)
  • If applicable, current police clearance certificate (document type O) to prove personal reliability

Deadlines

The recognition expires automatically after 5 years.


An annual review of the requirements is required.


The recognition will expire if you have not provided evidence of the required training for the previous year by March 31st of each year.

Procedure

If you would like to be recognized as an obedience examiner, you must submit a written and informal application.


Upon this application, you will be sent a copy of the Dog Law, the Implementing Regulations and a letter detailing the supporting documents you must submit.



You must then submit the following documents:


  • Further training certificates
  • Evidence of dealing with dogs
  • Copy of ID card or passport
  • Registration confirmation
  • Representation of a concept of obedience testing
  • in individual cases, further evidence

You will receive a form on which you can confirm your personal data (address, telephone, email address) in writing. You will also receive a leaflet with information on data protection and further information about conducting obedience tests.



If you would like to be recognized as a character tester, you must


  • submit a written and informal application
  • Prove that you have sat in on at least 5 character tests
  • Prove that you have special ethological knowledge in dealing with dogs
  • Include a description of the property where the testing will take place
  • Attach a current police clearance certificate (document type O) as proof of personal reliability
  • agree to the publication of your personal data (name, address, telephone).

On average 4 weeks after submission of the required documents.

Fees

The fee for recognition as an obedience tester or character tester is between €40 and €150, depending on the effort involved.
