Please note

In Hamburg, the night's rest, the time from 10 p.m. to 6 a.m., is protected. During this time, all activities that are likely to disturb the night's sleep are prohibited. In addition, the use of sound generating and reproducing devices is regulated. Even outside of the legally protected night's sleep, these devices may only be operated at such a volume that uninvolved persons are not significantly annoyed.

Violations of these regulations constitute an administrative offense that can be punished with a fine.

Restaurant monitoring in the event of harassment:
Nuisances that emanate from a restaurant and that cannot be traced back to technical systems (including loud guests, too long outside use, smoke, smell from open doors / windows) are regulated by the local restaurant departments of the consumer protection, trade and environment departments.

The situation is different with odor and noise pollution from technical systems:
In the event of odor nuisance from exhaust air systems, technical environmental protection is responsible - see also immission control.
