Apply for assistance for the blind

Prerequisites

• You live in Germany or have your habitual residence in Germany or in Hamburg.
• The symbol BL is entered on your severely disabled person’s ID card.
  • They are legally equal to blind or blind persons.
• Assistance for the blind is dependent on income and assets.
  • The general rules of social assistance or basic security apply.
  • Blind assistance is also paid in addition to subsistence benefits (citizen's allowance, social assistance, basic security)
• Minors who are entitled to blindness benefit do not receive blindness assistance because it is lower than the blindness benefit.

Documents required

Please submit copies of the following documents:

• Identity card, passport or residence permit
• Severely disabled person's ID card with BL symbol
• corresponding notice from the social security office and an existing medical certificate diagnosing the disability and justifying the necessity of the requested benefits
• Declaration of assets
• Account statements of all accounts held for the last 6 months with closing account balance
• for house and land ownership: copy of the assessment notice and the fire insurance certificate
• if applicable, notice from the nursing care insurance
• if applicable, notice of unemployment benefit or citizen's allowance, maintenance assistance under the Equalisation of Burdens Act (LAG), pension benefits under the War Victims' Benefits Act (BVG) and other
• if applicable. Pension notice
• if applicable, contribution notice from the health insurance company
• Rental agreement and, if applicable, last rent increase letter (copy)
• If you are being cared for:
  • Caregiver ID card
  • if necessary, power of attorney

If necessary, the responsible authority will request further documents from you.

Please note

• Similar services and home care services are credited towards the blind person’s assistance.
• Allowances are possible, for example for retirement provisions or necessary purchases.
• If your income or assets are too high, you will receive no or only partial assistance for the blind.

Deadlines

• You don't have to observe any deadlines.


• You will receive assistance for the blind from the date on which you applied for assistance for the blind at the earliest.

Procedure

• You apply for assistance for the blind with the necessary documents to the responsible authority.
• The responsible authority will review your application and documents. If necessary, they will request additional documents or information from you.
• The responsible authority will check the requirements and decide on your application.
• You will receive a notification.
