Driving license, converting a foreign driving license from a third country outside the EU or EEA

If you have a foreign driving license that was not issued by an EU or EEA state, you may use it in Germany for a maximum of six months. After that, the driving license must be converted into a German driving license.

Detailed description

If your driving license was issued in a country that is not part of the EU or EEA and you now live in Germany, you can drive with your driving license for a maximum of 185 days (six months) from the date of entry into Germany. After that, you must apply for a German driving license.

 

Information

Prerequisites

  • the applicant's main residence is in Hamburg
  • possession of a valid foreign driving license
  • the applicant's residence was in the issuing state of the foreign driving license for at least 185 days (six months)
    This means that you must have been registered abroad for at least six months in order to have the driving license you obtained there converted into a German driving license by the LBV.
  • Passing a theoretical and practical driving test after completing preparation at a driving school
    Further information on when an examination is required for the transfer can be found in Annex 11 to the FeV (see under Links).

Documents required

  • a valid identity card or passport with current confirmation of registration
  • a valid foreign driving license (if necessary with translation by an officially sworn interpreter; the necessity can only be decided after consultation)
  • a biometric passport photo (35x45 millimeters)
  • an eye test (only for A and B classes; e.g. by an optician)
  • proof of participation in a first aid training course
  • Proof of previous residence for at least six months in the country in which the driving license was issued (e.g. employer certificates, rental agreement, etc.)
  • the appointment confirmation

Additionally for driving licenses of classes C and D:

  • an ophthalmological report in accordance with Annex 6 FeV (not older than two years)
  • a medical report in accordance with Annex 5.1 FeV (not older than one year)
  • for class D a medical report according to Annex 5.2 FeV (not older than one year)
  • for class D a certificate of good conduct (not older than three months, applied for at the responsible residents' registration office)
  • for commercial goods and/or passenger transport, proof of professional driver qualification

Provisional driving licenses or learner's permitsdo not entitle you to drive motor vehicles in Germany and therefore cannot be converted into a German driving license.

Deadlines

The transfer must be completed within 185 days (six months) after entering Germany.

Procedure

  • Your request will be processed on site.

Processing time

The production of the new driving license takes approximately three to four weeks from the time of application.

Fees

The transfer of a foreign driver's license costs between EUR 43.90 and EUR 72.50. The basis for this is the fee schedule for measures in road traffic (GebOSt). The exact costs depend on the driver's license class and can only be determined on site using the complete documentation.
