Registration of building encumbrances for waste water disposal
According to Section 4 of the Hamburg Building Code (HBauO), a plot of land may only be built on if it is developed or the development is secured by a building encumbrance. Developed plots of land are to be connected directly (without building encumbrance) to the public sewage system via a separate underground line or via another plot of land (with building encumbrance) using a separate or shared underground line.

For general building encumbrances (access roads, clearance areas, etc.), please contact the building inspection departments of the districts. If the construction burden for the sewage disposal coincides with a construction burden for the access road, the construction inspection departments of the districts are also responsible. If a concentrated building permit procedure (according to § 62 Hamburg Building Code) is carried out for your building project, the registration of the building encumbrance will be initiated in the ongoing building permit procedure.

The processing time is approx. 4 weeks after receipt of the complete documents. In complex cases, the processing can be significantly longer.
The fees for registering a building encumbrance depend on the effort involved and are usually between EUR 300 and EUR 1000 (according to the building fee regulations).
An objection can be raised against a notification within one month of notification.
