Detailed description

In the Free and Hanseatic City of Hamburg, major public events in the open air with more than 10,000 participants and an increased risk potential must be approved. Such an increased risk potential can result from the type of event, such as motorsport events, or if pyrotechnic objects are used. The location and condition of the event location are also relevant for such an assessment, such as on or near water surfaces or in the case of difficult escape options. A large number of people in a limited space or events with an increased potential for conflict are also seen as an increased risk potential.
If you are planning an event with a potentially increased risk potential, submit an informal, written application for approval. After your documents have been checked, you will receive written notification that your application has been approved.

Prerequisites

  • Your application must contain all required documents
  • The organizer and the management of the event must be reliable

Documents required

The following documents are required in addition to the application:

  • security concept
  • Commercial register information about the organizer (not older than six months)
  • Police clearance certificate of the person(s) responsible for the event (not older than six months)
  • Information on compliance with the technical requirements under other affected technical rights
  • Establishment of an analysis and research program to determine the water quality at events that involve the presence of people in the water
  • Approval of the landowner when using private areas
  • Consent of the water rights holder when using an approved water body
  • Proof of organizer insurance
  • Site plan based on the property map

Procedure

In the Free and Hanseatic City of Hamburg, major public events in the open air with more than 10,000 participants and an increased risk potential must be approved.

  • You must submit an application for permission to host such an event.
  • You go through the checklist regarding the documents to be submitted and send the required documents to the approval authority.
  • The permitting authority will examine your application and decide whether the permit can be granted.
  • The approval authority involves all necessary participating authorities (concentrated procedure).
  • You will receive notification of the approval of your application with possible ancillary provisions.
  • The approval granted includes all the required approvals requested for your event.
