Hamburg Chamber of Commerce
Hamburg has several local authorities that deal with commerce and provide a range of services for businesses and entrepreneurs. The largest is the Handelskammer Hamburg (the Hamburg Chamber of Commerce), which is the main representative of the local business community. It provides a central point for registering new businesses and issuing permits, and provides information about local commercial matters and legal affairs.
Service Centre
The services of the company founding centre are directed at people interested in self-employment and setting up their own business in Hamburg (except a handicraft business). You do not need an appointment to receive a free initial consultation. After your consultation you will receive a starter kit containing leaflets with useful information.

The Handwerkskammer Hamburg (Chamber of Crafts) represents skilled craftspeople and small businesses in Hamburg. Other, field-specific chambers include the Hamburgische Architektenkammer (Chamber of Architects, German only), Hamburgische Ingenieurkammer-Bau (Chamber of Engineers and Construction, German only), Hanseatische Rechtsanwaltskammer Hamburg (Hanseatic Chamber of Lawyers, German only) and the Steuerberaterkammer Hamburg Hamburg (Chamber of Tax Consultants, German only).

Centres for Business Development, Constructing and Environment
The Centres for Business Development, Constructing and Environment at the district offices are the local points of contact for almost all administrative formalities that entrepreneurs have to complete. They advise on all aspects of business development and provide services for all related application and permit procedures across disciplines. Depending on your needs, the service team will either handle your application immediately, arrange a separate appointment or point you in the right direction. 'Self-employment can be taught' ― that is the claim of the publicly-funded coaching programme hei., which offers seminars and courses for founders and start-ups. Application forms can be downloaded on the website or picked up in person at their office.
hei. Hamburger ExistenzgründungsInitiative (hei Hamburg Business Start-up Initiative) offers free personal counselling for people interested in founding as well as young entrepreneurs.
