Under Hamburg's Transparency Act, you can, under certain conditions, request access to the files of the responsible authority. However, certain information may not be disclosed by the authority. Your request can only relate to information that already exists. The agency required to provide the information is not obligated to obtain information for you.


The Hamburg Transparency Portal is a central online platform where the Free and Hanseatic City of Hamburg already makes a large amount of data publicly accessible. You can freely access the data stored there without having to register or submit an application.

Procedure

  • Request access to the relevant file from the authority responsible for your inquiry. If that authority is not responsible, it will identify the responsible authority and advise you.
  • Submit your request for access to official records in writing if possible. You can also submit the request electronically or verbally. Specify the information you require as precisely as possible.
  • The relevant authority is reviewing your application.
  • If fees are incurred, you will receive a fee notice.
  • Once you have paid the fees, the authority will provide you with the requested information and documents. Due to legal restrictions, you may not be able to receive all the information.

Processing time

You will usually receive the requested information within one month. If your request is more complex, the deadline may be extended by another month.

Fees

You will generally be charged fees for processing your requests for information. The amount of the fees is determined by the fee schedule for information provided under the Hamburg Transparency Act (HmbTGGebO). Simple inquiries are free of charge.
