The Department of Justice and Consumer Protection is only responsible for the approval process for fireworks when it comes to large-scale fireworks displays involving commercial pyrotechnicians. Approvals for setting off small fireworks are the responsibility of the district consumer protection offices or the centers for business, construction and the environment. However, given the residential density in Hamburg, such an application has no chance of success. All applications for fireworks permits have so far been rejected by the district offices.
