Foreigners receive benefits

- whose asylum procedure has not been completed.
The monthly benefits include food, accommodation, heating, clothing, health and personal care, as well as household items. In addition, benefits can be granted if they are essential to secure a livelihood or if additional benefits are required to cover the special needs of children or to fulfill an administrative obligation to cooperate.

Responsibilities for refugees / asylum seekers
Basically, the BIS (also administrative branch offices, VAST) is responsible as long as the people live in the initial reception facilities.
Asylum seekers from safe countries of origin, for example, have to stay in the initial reception facilities until the end of their asylum procedure.
Responsibility only changes to the districts in the civic facilities.
As a rule, the following applies in terms of time:
In the first six months , the BIS is usually responsible for health care (including health insurance / health insurance card) and financial services. DL 'Asylum seekers, financial aid for accommodation in an initial reception facility'
After the first six months , it is the basic security departments in the districts, provided the refugees have been distributed to subsequent accommodation within Hamburg, see DL Asylum Seekers, Financial Aid.
Health insurance
Those entitled to benefits now receive a health insurance card and your exemption card from the AOK Bremen / Bremerhaven instead of a health insurance certificate.
