Detailed description
An application for a passport must be submitted to the locally competent passport authority. If there is a valid reason, even a passport authority outside the local jurisdiction is obligated to accept and process the application. However, the issuance of a passport by a passport authority outside the local jurisdiction is only permitted with the authorization of the locally competent passport authority.
As a clerk at an authority outside your local jurisdiction, you can apply for a passport authorization. This also applies to the request for a photograph (registration card).
