Apply for a special use permit for private cable laying in public space

If you want to lay cables underground in public spaces and are not a cable operator, you will need a special use permit in advance.

Detailed description

Streets, paths or public spaces are usually dedicated to the public and for common use. If you lay cables under public areas that are intended to serve private purposes, this represents a special use of public space. You must apply for a permit (special use permit) from the responsible authority in advance. Examples of special use are:

  • Laying lightning protection cables
  • Laying of lines for electricity, gas, district heating, water and sewage with house connections

Prerequisites

  • The space must be kept free for future use. There must be a special need (hardship case) for the need to lay the cables.
  • They must not compromise traffic safety.
  • They must not disproportionately affect the ease of traffic flow.
  • They must not disproportionately affect public use by passers-by.
  • They must not disproportionately affect or wear out path components.
  • They must not disproportionately restrict public interests, including the generation of revenue from the use of the path.
  • They must not disproportionately restrict the public or private rights of third parties.
  • The competent authority decides on proportionality at its own discretion.

Documents required

Documents setting out the type and extent of the special use (for example, a sketch with details of the dimensions)

Please note

The laying of private lines on public roads is only permitted for the purpose of public supply.

None. However, you must have permission before you begin special use.

Procedure

  • You submit the application together with the necessary documents to the responsible authority.
  • The responsible authority will examine your application and, if necessary, request any necessary documents or papers from you.
  • You will receive an approval notice or a rejection notice
  • You will receive a fee notice and pay the fees.
