Anti-Corruption Report

If you have any evidence of corruption-related crimes or corrupt practices, you should report them.

Detailed description

Corruption is the abuse of a position of power or a relationship of trust for one's own benefit. Corruption in business, politics, administration or the health care system causes material damage and undermines the foundations of society.

The Hamburg Department of Internal Investigations (DIE) is an investigative department assigned to the Ministry of the Interior and Sport, whose area of responsibility includes the criminal prosecution of official and corruption offenses. Within the scope of its responsibilities, the DIE is available to you as government employees, companies and citizens for questions on combating corruption.

In order to detect corruption crimes at an early stage and to avoid damage, the DIE depends on your help. If you have any information on

  • Crimes in the area of corruption or
  • corrupt acts

with a local connection to Hamburg, you can report this via a whistleblower system set up specifically for this purpose (BKMS System). If you wish, you can also submit your report anonymously.

Prerequisites

You have information about crimes related to corruption or corrupt acts with a local connection to Hamburg.

Documents required

Documentation is not mandatory. However, it can be helpful to support a tip with evidence such as photos or documents.

Please note

Your report will be kept anonymous by encryption and other special security routines. If you submit your report anonymously, you may not provide any personal information about yourself. Do not enter any data that could be used to identify you, not even in free text.

The system does not store any data suitable for identification (e.g. IP address). The connection between you and the whistleblower system is technically protected by encryption in accordance with the BSI standard. This means that both the connection itself and your transmitted data are secure. Access to your protected mailbox is only possible by entering the user name and password you have specified yourself. These access details are known only to you. The data in your mailbox is doubly encrypted and the operator of the whistleblower system cannot view it.

Please note that submitting a report via a computer on a government or company network may jeopardize your anonymity. If you want to attach files to your report, remember that the file properties/metadata may contain personal information. If in doubt, you can also print out the relevant document and send it by post to the DIE, quoting the reference number that you receive when you complete your report.

Procedure

  • You submit your report online to the responsible authority via the whistleblower system.
  • The responsible authority will check your report.
  • A DIE employee will use the secure mailbox in the whistleblower system to give you feedback on what has happened with your tip or ask questions if any details are still unclear. You can also remain anonymous during this dialogue.
    • If your report gives rise to suspicion of a criminal offense, criminal investigations will be initiated.
    • If your report does not give rise to any suspicion of a criminal offense, an examination will be carried out to determine whether forwarding your report to another authority is necessary and permissible under data protection law.
