Replace registration certificate Part II (vehicle registration document) after damage, theft or loss

If your Part II registration certificate has been lost or damaged, you must apply for a replacement document.

Detailed description

The registration certificate Part II (vehicle registration document) serves as proof that you are authorized to use the vehicle. You must apply for a replacement document from:

  • Loss,
  • Theft or
  • damage
 

Information

Prerequisites

  • The vehicle is registered or licensed in Hamburg.

For vehicles not registered in Hamburg, replacement documents can only be issued if the vehicle's registration in Hamburg is simultaneously transferred to Hamburg. A certificate of no objection from the original registration authority is required for this.

Documents required

  • valid identity card, electronic residence permit (eAT) or passport with current registration certificate
  • Vehicle registration certificate Part I (vehicle registration document), if it is still available.
  • Proof of valid vehicle inspection (HU) for vehicles older than 3 years
  • Certificate of inheritance, if the previous vehicle owner has died
  • Appointment confirmation

Depending on your specific request, you will also need the following documents:

  • In case of theft:
    • Police report of theft
    • If the vehicle owner was not the victim of the theft: an informal declaration of transfer from the owner confirming that the document was handed over to the victim before the theft.
  • In case of loss:
    • Statutory declaration (this can also be taken on-site at your appointment at the LBV)
    • If the vehicle owner did not lose the document themselves: an informal declaration of transfer from the owner confirming that the document was handed over to the loser before the loss, as well as an additional statutory declaration from the loser.
  • In case of damage:
    • damaged document or
    • A statutory declaration is required if the document has become illegible (this can also be taken on-site at your appointment at the LBV).

Companies and associations must also submit:

  • a company/association certificate (for example, an extract from the commercial register or an extract from the register of associations)

If an authorized person submits the application on your behalf, please also note:

  • Original power of attorney with a color copy of the identity card of the principal or the authorized representative
  • Original identification document of the authorized person
  • Note: A statutory declaration can only be made in person and not by proxy.

Please note

If your vehicle registration certificate Part II has been stolen, you must first report this to the police to obtain a theft report. If you lose your vehicle registration certificate Part II or it has been damaged, you must personally submit a statutory declaration to that effect. This can be done at your appointment at the LBV (State Office for Road Traffic) or beforehand at a notary's office and is subject to a fee.


Please ensure that the vehicle registration certificate Part II is not held by a bank or other financial institution due to a leasing or financing agreement before applying for a replacement.

Deadlines

A replacement document must be requested as soon as possible.

Procedure

  • You book an appointment online.
    • On our website for booking appointments, select the category "Vehicle registration"
    • Book the appointment "Application for new vehicle documents after theft or loss"
    • You will receive an email. Confirm your reservation using the link in the email.
  • Please bring all necessary documents and the appointment confirmation with you to your appointment at the LBV.
  • Scan the QR code on your appointment confirmation using the scanner on site.
  • Take a seat in the waiting area. You will be called by your call number.
  • Your request is being processed.

Processing time

If all required documents are available, a new vehicle registration certificate Part II will be issued immediately in the event of damage.


In case of theft or loss, a new vehicle registration certificate Part II can only be issued after approximately 4 weeks.

Fees

Issuing a replacement document costs approximately €32.00. An additional fee of €30.70 may apply for a statutory declaration.


The exact amount of the fee can only be determined after the complete documents have been submitted on site.


The basis for the amount of the fees is the fee schedule for measures in road traffic (GebOSt).
