Apply for parking concessions for severely disabled people

Prerequisites

Both parking permits can be applied for by severely disabled persons. However, the requirements for applying differ.

The orange parking permit can be applied for if one of the following conditions is met:

• severely disabled with the disability markers G and B and a degree of disability of at least 70 solely for functional impairments of the lower limbs (and the lumbar spine, insofar as this affects the ability to walk) and simultaneously a degree of disability of at least 50 for functional impairments of the heart and respiratory organs
• severely disabled with Crohn's disease or ulcerative colitis, if the degree of disability is at least 60
• severely disabled with an artificial bowel opening and simultaneously an artificial urinary diversion, if the degree of disability is at least 70
• An exemption may also be granted to those severely disabled persons who, according to a medical assessment, are to be treated as equivalent to the aforementioned group of persons.

The blue parking permit can be applied for if one of the following conditions is met:

• severely disabled with the distinguishing mark of exceptional walking disability (mark aG)
• blind people (marker Bl)
• Severe disability with bilateral amelia or phocomelia, under certain conditions also with comparable functional limitations

Free parking (Administrative Regulation on Section 46 Paragraph 1 No. 4a and 4b of the Road Traffic Regulations):

• People without hands (or arms) receive an exemption permit to park free of charge at parking meters and ticket machines and in no-stopping zones or on parking spaces with time limits without using a parking disc.
• People of short stature, with a height of 1.39 m or less, receive a special permit to park free of charge at parking meters and ticket machines. A personal identification card showing their height is sufficient for presentation to the LBV (State Office for Roads and Transportation).

Evidence to be submitted to the LBV

Proof of disability is provided by the severely disabled person's ID card with the code aG or Bl (for the blue parking permit); or the certificate issued by the social welfare office (for the orange parking permit or the blue parking permit in the case of amelie/phocomelia). Please ensure your severely disabled person's ID card is valid and, if necessary, extend it temporarily at the social welfare office.

The certificate specifies the respective case group:

• Amelia/Phocomelia or similar impairments
• Disability markers G and B and lower limbs (and lumbar spine) with a degree of disability of at least 70; and heart or lungs with a degree of disability of at least 50
• Crohn's disease or ulcerative colitis with a degree of disability of at least 60
• Artificial bowel opening and artificial urinary diversion in cases of a disability rating of at least 70%
• Equal treatment case

Documents required

To apply for a parking permit, you will need the following documents (these can also be submitted as copies by post):

• an informal and signed application to the LBV location Mitte
• the identity card or passport with a current registration certificate
• For the blue ID card, a current photo (no older than three months) measuring 35x45 millimeters is required; biometric is not mandatory.
• If applicable, a power of attorney and the identity card or passport of the authorized person if the parking permit is to be applied for by another person.
• When applying for a new permit (renewal after expiry) - if available - the original old parking permit with the associated exemption authorization must be submitted.
• Disability certificate or a complete copy of the assessment notice from the social welfare office
  

When reapplying after loss, please also bring the following:

• a written declaration of loss stating that you will hand in the old parking permit to the LBV if you find it again
• If necessary, file a theft report.

Please note

The parking privileges allow the following special regulations:

• Parking is permitted for up to three hours in restricted stopping zones (signs 286, 290.1 StVO).
• Parking at parking meters and ticket machines is permitted without payment of the fee and beyond the permitted parking time.
• In traffic-calmed areas (play street, sign 325.1 StVO), parking is permitted outside the marked areas if through traffic is not obstructed.
• The permitted parking time may be exceeded where parking is permitted in no-stopping zones (sign 290.1 StVO) by means of an additional sign.
• The permitted parking duration may be exceeded where parking is permitted (signs 314, 314.1 and 315 of the German Road Traffic Regulations), but where the parking duration has been limited by additional signs.
• During loading time, parking is permitted in pedestrian zones (sign 242.1 StVO) where loading and unloading is allowed.
• Applicants may be granted a longer parking time in certain no-stopping zones - the arrival time must be shown on a parking disc (§ 13 para. 2 no. 2, picture 318).

Only the blue parking permit allows the use of parking spaces marked with the wheelchair symbol.
Holders of the orange parking permit are prohibited from doing so, just like all other road users. The parking permit is always person-specific and valid for a maximum of five years, but is linked to the validity period of the severely disabled person's ID card. Therefore, if the severely disabled person's ID card expires before the parking permit, the parking permit also becomes invalid on the same date. After the expiry date, a new application must be submitted to the LBV (State Office for Roads and Transportation).

The processing of the orange parking permit takes approximately 2-4 weeks.
