The Road Traffic Regulations (StVO) only provide for residents of resident parking areas to be entitled to a parking permit. All other interest groups - which also include companies, institutions, organizations, clubs and social institutions - can only be exempted from the regulations of the StVO in exceptional cases. Since there is generally no legal entitlement, exceptions for this group must always be examined on a case-by-case basis. Anyone who can prove that the vehicle is essential to the business and cannot be parked off the road or on company property can receive an exemption. For this individual decision, the State Transport Authority (LBV) must therefore obtain an overview of the respective operating situation in order to keep the number of people parking in competition with the residents in balance.

- the vehicle for which the exemption is requested is necessary to maintain operations and suitable for the specified purpose (e.g. transport of goods, materials, people or animals).

Documents required
- Proof of the activity (e.g. entry in the respective professional, commercial or association register or other evidence that proves the practice of the profession or activity)
- Rental agreement or land register extract
- an application justifying the stated requirements
- Registration certificate Part I (vehicle registration document) of the vehicle for which the exemption is being applied for
- Declaration that there is no private parking space available
- Images of the items/products etc. to be transported as well as the loaded vehicles
- Indication of whether an exemption is requested for each vehicle or for a contingent (X vehicles at the same time).

Important: Your exemption must be clearly displayed in the vehicle!
Procedure & Fees
Procedure
The easiest way to apply for the exemption is online (see link above) using the digital application process; here you will be guided through the procedure step by step. Alternatively, you can also submit your application in person or by post, provided that all the necessary documents are available or have been sent along.
Fees
An administration fee of EUR 250.30 will be charged if an exemption is granted for one year. In the event of a rejection, the administration fee will be EUR 187.50. With the application there is no legal entitlement to the issue of a special permit.
Please note that a subsequent withdrawal of an application is also subject to a fee. In this case, there is a fee of 50% of the actual fee for issuing the exemption.
The basis for the collection of fees is the fee schedule for measures in road traffic (GebOSt).

Please use the entrance at Süderstraße 142. Sign embossers can be found on site. QR codes for appointment confirmations can be scanned as long as the display of your mobile device is not cracked or otherwise damaged.
