Prerequisites
for applicants:
- You are 17 years old or submit your application no earlier than 6 months before your 17th birthday.
- You have your main residence in Hamburg
- To obtain a driving license: You have completed driving license training and passed the driving test.
- You have taken a first aid course.
- You can name at least one suitable companion.
for accompanying persons:
- You are at least 30 years old
- You have held a class B driving licence (formerly class 3) for at least 5 years
- At the time of application, you do not have more than one point in the driving aptitude register at the Federal Motor Transport Authority in Flensburg.
Documents required
- Completed application for supervised driving at age 17 with signed declaration of consent from the parent/guardian (see under “Links”)
- a valid identity card or an electronic residence permit (eAT) or passport with current registration confirmation
- Copies of the identification documents of the parent(s) or legal guardian(s)
- current biometric passport photo (size 45x35mm, portrait format, frontal view) - not older than 1 year
- Proof of first aid training
- Eye test certificate from an optician or certificate or report from an ophthalmologist (not older than 2 years at the time of application)
- Signed applications for participation as an accompanying person (each accompanying person needs a separate application) (see under “Links”)
- Driving licences of all accompanying persons (a copy is sufficient for card driving licences, original paper driving licences must be presented)
For adding further accompanying persons:
- Signed applications for participation as an accompanying person (each accompanying person needs a separate application) (see under “Links”)
- Copies of the driving licenses of all other accompanying persons
- Copies of the identity cards of all other accompanying persons
- Certificate of completion of the BF17 participant
- If the other accompanying person is not a parent or legal guardian of the driving licence holder: a power of attorney from a parent or legal guardian for the driving licence holder.

Please note
If you drive before your 18th birthday without a registered companion, your license will be revoked. You will also receive a fine, a point on your driving record, an extension of your probationary period, and be required to attend an advanced training course.
You can add additional accompanying persons at a later date. To do so, you must submit a fee-based application containing the required documents and requirements for the accompanying person. The application can be submitted by the additional accompanying person or by the driver's license holder.
Deadlines
You can apply no earlier than 6 months before your 17th birthday.
The issued examination certificate BF 17 is valid for a maximum of 3 months after your 18th birthday.
