Individuals with a foreign university degree who wish to use the protected professional title "Engineer" in Hamburg require a permit from the Authority for Science, Research and Equality, in accordance with Section 2 Paragraph 1 of the Hamburg Engineering Act (HmbIngG). This is a fee-based permitting process, with fees ranging from €150 to €250. The permit is legally required only if you intend to become self-employed or to register as an engineer authorized to submit building plans or as a consulting engineer with the Hamburg Chamber of Civil Engineers.
However, access to or the practice of an engineering profession as an employee does not require a permit; i.e., you may apply for jobs on the Hamburg job market with a foreign engineering degree without a prior recognition procedure.
