If you would like to work as an expert in the field of high-pressure gas pipelines, you must be recognized as an expert by the responsible body.

Detailed description

High-pressure gas pipelines serve public supplies. As an expert or expert, you check high-pressure gas pipes and their associated equipment before construction to ensure that they meet the quality requirements of the High-Pressure Gas Pipes Ordinance. You must also check the high-pressure gas lines for leaks, strength and the presence of the necessary safety devices before putting them into operation. You will then usually carry out a further test within one year of commissioning.



If you want to work as an expert in the area of high-pressure gas pipelines and belong to an accredited inspection body or have certification from an accredited certification body, you also need recognition from the responsible body.



You can be recognized as an expert or expert for high-pressure gas pipelines that serve public utilities if you are an expert

  • a technical monitoring organization,
  • a public materials testing institute or
  • of the German Association of Gas and Water Specialists (DVGW).

However, as a DVGW expert you are only allowed to carry out tests on compressor, control and measuring systems.

Prerequisites

  • You have the necessary expertise, reliability (personal characteristics, skills, behavior) and independence.
  • You have successfully completed a relevant technical or scientific degree at a university, college or technical college.
  • You have specific technical qualifications for the technical tests to be carried out, in particular knowledge of the state of the art, the technical regulations and the relevant legal provisions.
  • You have access to all testing equipment necessary to carry out the checks.

If you do not have your own resources, but rather use the resources of the commissioning persons or third parties, it is sufficient that you are able to check the test equipment and the test setup for their suitability and conformity with the applicable legal regulations and technical rules.

  • You carry out the work on your own responsibility and independently.
  • They carry out the activity independently of commissioning persons and of third parties, in particular of persons who are involved in the planning or construction, sales, operation or maintenance of the high-pressure gas pipelines to be tested or who are otherwise dependent on the results of the test or certificate .
  • You may not take on any tasks whose completion could give rise to legitimate doubts about impartiality.
  • You are reliable because of your personal characteristics and abilities as well as your behavior.
  • You guarantee that the tasks assigned to you will be carried out properly.

You need to:

  • carry out your activity regularly,
  • receive regular training in accordance with the state of the art and
  • regularly participate in an exchange of experiences.

Documents required

  • Certificate of successful completion of studies in a technical or scientific subject at a university, college or technical college
  • For proof of personal reliability:
    • If you are resident in Germany, you usually need a certificate of good conduct to present to an authority (document type O)
    • If you are resident abroad, you need documents from your home country that prove that you have the personal reliability to perform the requested service.
  • Certificate of proof of training as an expert in accordance with DVGW worksheet G 100 or proof of affiliation with an accredited inspection body (e.g. TÜV, MPA or ZÜS) for checking the technical safety of high-pressure gas lines in accordance with the High-Pressure Gas Line Ordinance
  • Declaration by the employer that the expert to be recognized is in active professional life and that he/she is free from instructions from his/her superior or his/her employer in carrying out his/her inspection work,
  • Valid, personal or the monitoring organization-related proof of liability insurance that protects the expert against possible claims for damages arising from their expert activity (personal injury, property damage and financial loss)
  • Proof of regular participation in further training and topic-related exchange of experiences

When checking personal reliability, the approving authority can also request other documents in addition to the documents listed in individual cases, which are suitable for making a statement about the personal reliability of the applicant.

Please note

For cross-state recognition, you absolutely need a certificate of recognition from the other federal state.

Apply for recognition as an expert or expert at the responsible body and justify your request in writing. Submit all necessary documents with the application.


The responsible office will examine your application and, if necessary, request further documents or information from you.


The responsible authority will decide on your application. You will receive a notification from the responsible authority.
