With the certificate of closure, the building authority certifies to the applicant (usually the building owner or property owner) that apartments or other rooms are self-contained. The certificate is required to sell condominiums in multi-family houses, among other things. The legal basis for this is the Condominium Act (WEG). The certificate of completion is necessary for the entry of the ownership shares in the land register.
In principle, only one certificate of completion can be issued for all buildings on a property. (Exceptions: The certificate is used to create permanent residence rights / permanent rights of use or it is a matter of changing certificates that have already been issued.)
