Submit emissions monitoring of a plant requiring approval under the Industrial Emissions Directive

Detailed description

If you operate an installation covered by the Industrial Emissions Directive, you must submit a summary of the emissions monitoring results to the competent authority once a year.


In addition, you will be asked to provide additional data to demonstrate compliance with the approval requirements.


If an emission limit value or other limitation for your installation is higher than the values specified in the so-called BAT conclusions,


Your summary must include a comparison with these BAT emission levels. This allows you to understand how your installation compares to the reference levels.


You do not need to submit the annual summary again if you have already submitted it to the competent authority under other regulations.

Please note

If you do not submit the emission monitoring results and other data, or do not submit them correctly, completely or on time, you are committing an administrative offense.

Deadlines


  • Submit one year's emissions monitoring results annually.

  • Keep the measurement reports and other evidence for 5 years.

  • Further deadlines may be specified in the approval depending on the individual case.

Procedure

  • You submit the results of your emissions monitoring and the data to the competent authority to check whether you comply with the permit requirements.
  • The responsible office will review your documents and, if necessary, request additional documents or information from you.
  • The competent authority evaluates your emissions monitoring or emissions report data to verify compliance with the conditions of your permit and the BAT conclusions.
  • If measured emission values are above the ranges specified in the BAT conclusions, the competent authority will assess whether measures are necessary.
  • You will generally not receive automatic written confirmation of receipt or evaluation of the report. However, the responsible body may contact you if:
    • Incomplete information will be requested.
    • There are any abnormalities or limit violations.
    • You receive a formal order, for example to implement measures or to make improvements.
