Submit a measurement report on individual measurements of air pollutants in plants using organic solvents

Detailed description

If you operate a facility that uses volatile organic solvents (VOCs), you must, under certain conditions, have solvent emissions measured regularly.


You must document the results of these measurements in a measurement report.



If your emissions monitoring system is already equipped with a continuously recording measuring device, you do not need to have individual measurements taken.

 

Information

Prerequisites

  • You operate a facility that uses volatile organic solvents (VOCs).
  • Your system is subject to the Solvent Ordinance.
    • This is often the case if you operate a car paint shop, a printing shop, or another coating facility. You can find a list of all affected facilities in Annex I of the 31st Ordinance Implementing the Federal Immission Control Act (31st BImSchV).
  • You carry out one of the activities listed in Annex II of the Solvents Regulation.
  • Your solvent consumption is above the legal threshold.
  • You have newly constructed or significantly modified your system.
  • You have put your system into operation.
  • You have the measurements carried out by an accredited measuring institute or an expert.

Documents required

  • complete measurement report with information on:
    • Measurement planning
    • Measurement result
    • measurement methods used
    • Operating conditions that are important for the assessment of the measurement results

Please note

You commit an administrative offence if you:

  • the measurements cannot be taken, cannot be taken correctly or cannot be taken in a timely manner, or
  • not preparing or having prepared the measurement report, not preparing it correctly, not preparing it completely or not preparing it on time.

Deadlines


  • If you have newly installed or significantly modified your system, conduct the first measurement within three to six months of commissioning. Thereafter, have measurements taken every three years.

  • Create the measurement report on the measurement results immediately after the measurement.

  • For systems requiring approval, submit the measurement report no later than 12 weeks after the measurement.

  • Keep the measurement report for a system that does not require approval at the site of operation for 5 years.

Procedure

  • You have the measurements carried out by an accredited measuring institute or an expert.
  • You contact a measuring institute or an expert, provide the necessary information for the measurement and arrange a measurement appointment.
  • At the measurement date, the measuring institute or the expert determines the emission values and compares them with the legally prescribed emission values of your system.
  • You create a measurement report on the measurement results.
  • You submit the measurement report to the responsible authority.
