Prerequisites
- You wish to supply hazardous substances and mixtures to consumers on a commercial basis.
- You would like to work in the trade or distribution of toxic substances.
- You demonstrate your required expertise by:
- Passing an examination conducted by the competent authority or a recognized institution.
- You will demonstrate knowledge of the properties, hazards and regulations of the substances and mixtures.
- Alternatively, you have a recognized qualification, for example as
- Pharmacist
- Pharmacist assistant
- Pharmaceutical engineer
- pharmaceutical technical assistant or pharmacy assistant or pharmaceutical technical assistant or pharmacy assistant
- pharmacist or druggist
- Pest controller
- Recognized certificates or degrees replace the examination.
- You must attend a continuing education course no later than six years after passing the exam. Otherwise, your certificate of competency will expire, and you will have to take the exam again.
- You can take the training either
- one day (if it was made within the last six years) or
- half-day (if it occurred within the last three years)
- at the competent authority or a recognized institution.
- If you have equivalent proof from another Member State of the European Union or a signatory state to the European Economic Area, have the equivalence checked and recognized by the competent authority.

Please note
You can take the competency test at the Altona District Office – Department of Consumer Protection, Trade and Environment. The exams are held twice a year, in March and October. Please inquire at the Altona District Office – Department of Consumer Protection, Trade and Environment for the exact date.
If you would like to provide evidence of a recognized qualification for a notification or permit procedure in accordance with Sections 6 and 7 of the Chemicals Prohibition Ordinance, for example by passing a specialist examination or having equivalent vocational training (for example as a pharmacist or pest controller), please contact the Altona District Office – Department of Consumer Protection, Trade and Environment directly to verify your recognition.
Deadlines
- You need proof of expertise before you are allowed to supply hazardous substances or mixtures to consumers on a commercial basis.
- No later than six years after passing the competency examination or acquiring a recognized qualification, you must regularly attend a continuing education course to maintain your competency. You must submit the certificate of participation to the responsible body or a recognized institution. You do not need to take the competency examination again.
