Measles Protection Act Report

Detailed description

As the management of certain facilities (see below), you are required to check the measles immunity status of the people working, caring for, or staying with you. This applies regardless of the specific activity, including housekeeping, technical, or support staff.



You must ensure that all persons born after December 31, 1970, have valid proof of measles vaccination. This means that at least one measles vaccination must be provided for children aged 1 and over, and two measles vaccinations for children aged 2 and over. Alternatively, a medical certificate confirming existing immunity or a medical contraindication can be presented. If measles vaccination has already been verified by another government agency, a confirmation from this agency can also be accepted as proof.



Persons who do not provide any of the above-mentioned evidence may not be employed, cared for or accommodated in your facility.



Exceptions apply to persons subject to compulsory school attendance or a mandatory placement requirement. However, these persons must then be reported to the responsible health authority.

Prerequisites

You are the head of one of the following institutions:



Healthcare facility according to Section 23 Paragraph 3 Sentence 1 of the Infection Protection Act (IfSG):

  • Hospitals
  • Outpatient surgery facilities
  • Preventive or rehabilitation facilities that provide medical care comparable to that provided in hospitals
  • Dialysis facilities
  • Day clinics
  • Maternity facilities
  • Treatment or care facilities comparable to any of the above-mentioned facilities
  • Medical practices, dental practices
  • Practices of other human medical professions
  • Public health facilities where medical examinations, preventive measures or outpatient treatments are carried out
  • Outpatient care services (which provide outpatient intensive care in facilities, residential groups or other communal living arrangements)
  • Emergency services

Community facilities according to Section 33 Nos. 1-4 of the Infection Protection Act (IfSG):

  • Daycare centers and after-school care centers
  • Childminders/daycare
  • Schools and other educational institutions that primarily care for minors
  • Homes (part-time and inpatient child and youth welfare services)

Community facilities according to Section 36 Paragraph 1 No. 4 of the Infection Protection Act (IfSG):

  • Facilities for the communal accommodation of asylum seekers, persons subject to enforceable deportation, refugees and ethnic German repatriates

Please note

  • For persons who were already employed, cared for, or housed in an affected facility before March 1, 2020, proof had to be provided by July 31, 2022, at the latest. If this proof was not presented, the facility management had to report this immediately to the health department.
  • When new staff are hired in the relevant facilities, proof of eligibility must be provided before starting work. Failure to provide proof will prevent the person from starting work.
  • For children newly admitted to a daycare or day care facility, proof of vaccination must be provided before starting care. Failure to provide proof will disqualify the child from care. Exceptions include children under one year of age or children between one and two years of age with a single vaccination.

Deadlines


  • For new children and young people starting school, proof of eligibility must be provided before admission. Due to compulsory schooling, school attendance is permitted without proof, but you must report this immediately to the responsible health authority.

  • For children and young people newly placed in a residential or semi-residential youth welfare facility, proof of eligibility must be provided no later than eight weeks after the start of the placement. If no proof is provided, you must immediately report this to the responsible health authority.

  • For individuals newly admitted to shared accommodation for asylum seekers or refugees, proof of residency must be provided no later than eight weeks after the start of accommodation. If no proof is provided, you must immediately report this to the responsible health authority.

Procedure

  • You fill out the query form in the provided online service completely.
  • You submit the report. Ensure that the format and content meet the requirements.
  • The responsible authority will review your report and contact the reported person.
  • The responsible authority will only contact you if there are any queries regarding your report.

Processing time

Processing by reporter: 10 -30 minutes


Processing by health authorities: Depending on the individual case, 6 - 24 weeks
