Replacing an individual operating permit after loss

If your vehicle's individual operating permit has been lost or stolen, you must apply for a new operating permit from the manufacturer. This, in turn, requires a certificate of clearance.

Detailed description

Vehicles that do not require registration need a vehicle registration certificate (Betriebsgenehmigung) to be issued an official license plate or an insurance license plate. If the vehicle registration certificate is no longer available, a replacement certificate must be requested from the manufacturer.

To do this, you must first apply for a certificate of no objection from the state transport authority. This certificate confirms that no vehicle defects are known and that the vehicle's operating permit has not been revoked by the registration authority. The manufacturer or an officially recognized expert can then issue the replacement operating permit.

Prerequisites

  • The vehicle is located in Hamburg. If the vehicle was purchased outside of Hamburg, the clearance certificate must be applied for at the local registration authority.

Documents required

  • valid identity card or passport with current registration certificate
  • Proof of ownership (invoice or purchase contract)
  • written, informal declaration of loss
  • In case of theft: report to the police

Please note

If the manufacturer no longer exists, a report pursuant to Section 21 of the Road Traffic Licensing Regulations (building inspector's report) is required. With this report, the State Transport Authority will issue you with an operating license.

Procedure

  • Book an appointment online.
    • On our website for booking appointments, select the category "Vehicle registration"
    • Then book "Application for new vehicle documents after theft or loss"
    • You will receive an email. Confirm your reserved appointment using the link in the email.
  • Please bring all necessary documents and the appointment confirmation with you to your appointment at the LBV.
  • Scan the QR code on your appointment confirmation using the scanner on site.
  • Take a seat in the waiting area. You will be called by your call number.
  • You will receive the certificate of clearance. With this certificate, you can now have the replacement document issued by the manufacturer or an officially recognized expert.
