Apply for a permit for a waste management activity

If you want to collect, transport or trade in hazardous waste, you must apply for a permit for this activity from the competent authority.

Detailed description

You must apply for a permit from the responsible authority to collect, transport, trade or broker hazardous waste. If you are exempt from the permit requirement, you must report your activity to the responsible authority.



If you have already received a permit for your activity and there are significant changes, you must apply for the permit again.



You need the permit for national and cross-border waste shipments.

 

Information

Prerequisites

The competent authority shall grant permission if:

  • no facts are known that give rise to concerns about the reliability of the owner or the persons responsible for the management and supervision of the business, and
  • the owner, insofar as he is responsible for the management of the business, the persons responsible for the management and supervision of the business and the other staff have the technical knowledge and expertise necessary for their activities.

They must meet the requirements of those subject to notification or licensing as well as the requirements for other personnel in terms of technical and specialist knowledge, which are specified in the Ordinance on the Notification and Licensing Procedure for Collectors, Transporters, Traders and Brokers of Waste (Notification and Licensing Ordinance - AbfAEV).


You must comply with the proof and registration requirements.

Documents required

  • Your waste disposal company number(s) as a collector, transporter, broker or dealer of waste (if already issued to you)
  • the transaction number of your initial notification (only if you want to create a change notification)
  • Your business registration (if there is an obligation to register a business)
  • an extract from the commercial, association or cooperative register (if an application has been made)
  • Proof of business and environmental liability insurance (if such exists)
  • Evidence of the professional qualifications of the persons responsible for the performance and supervision of the operation
  • Proof of motor vehicle liability insurance (if you wish to apply for a permit for the activities of collecting or transporting and the transport takes place on public roads)

You need permission before you can start waste management activities.

Procedure

You apply for permission to carry out waste management activities from the responsible authority. To do so, provide your details in writing or electronically and submit the required documents.


If you use the online form, you must sign the application electronically at the end. You can do this, for example, using the signature card used in the electronic waste documentation process or the card reader used there. To sign, you need signature software from Governikus, Signer WebEdition. You must have installed the software locally on your computer system beforehand. You can download it with instructions from the GOES website.


The responsible authority will send you a confirmation of receipt. After checking the application and your documents, the responsible authority can

  • Request documents or
  • grant permission with or without additional conditions or
  • refuse permission.

Fees

An administration fee of between EUR 250.00 and EUR 5,000.00 applies.
