Apply for registration on the Energy Efficiency Expert List

If you want to be listed as an expert in energy efficiency, you must submit an application.

Detailed description

The energy efficiency expert list serves to ensure that the experts participating in the building funding programs of the Federal Ministry for Economic Affairs and Energy (BMWi) have a high level of professional qualification. As part of the funding programs, the experts are involved in the energy consulting process and in the planning and implementation of energy efficiency measures in the building. The aim of these funding programs, which are carried out on behalf of the BMWi by the Kreditanstalt für Wiederaufbau (KfW) and the Federal Office for Economic Affairs and Export Control (BAFA), is to increase energy efficiency and increase the proportion of renewable energies in the renovation and new construction of residential and non-residential buildings.

The KfW programs include:

  • until 30.06.2021: Program group “Energy-efficient construction and renovation”
  • from July 2021: Federal funding for efficient buildings – residential buildings / non-residential buildings (BEG WG and BEG NWG; each loan and grant variant) as well as individual measures (BEG EM loan variant).

The BAFA programs include:

  • Energy consulting for residential buildings,
  • since January 2021: Energy consulting for non-residential buildings, plants and systems,
  • since January 2021: Federal funding for efficient buildings – individual measures (BEG EM; grant variant).

If you wish to act as an energy efficiency expert yourself, you must apply to the responsible authority for inclusion in the list of energy efficiency experts.

 

Information

Prerequisites

An application for inclusion in the list of experts can be submitted by:

  • natural people,
  • Energy consultants and
  • Experts in energy-efficient construction and renovation.

Unable to apply:

  • Companies and
  • Consumers.

Further requirements arise from the entry categories and can be found in the rule booklet, which is available for download on the expert list website.

Documents required

  • Proof of a qualification according to Section 88 GEG
  • Proof of additional qualification (further training, teaching experience, reference),
  • If applicable: Eligibility to apply to the Federal Office of Economics and Export Control (BAFA)
  • Proof of liability insurance

Please note

In order to apply for the KfW funding programs “Energy-efficient construction and renovation – residential buildings”, you must, as of June 1, 2014, be registered in the energy efficiency expert list of the federal government’s funding programs.

In order to apply for the KfW funding programs “Energy-efficient construction and renovation – non-residential buildings”, you must, as of November 1, 2020, be registered in the energy efficiency expert list of the federal government’s funding programs if you are a master craftsman or technician.

In order to be able to apply for federal funding programs for efficient buildings, you must be registered on the energy efficiency expert list of the federal funding programs.

Deadlines


  • To submit missing evidence after rejection of the entry: 6 months

    • After the deadline has expired, the application for the registration category(s) for which evidence is missing will be withdrawn.

    • There is no information about the expiry of the deadline.


  • To object to non-registration: 1 month after receipt of the decision

    • The complaint must be submitted in writing by post, fax or email and must state the reasons for the complaint.


  • Registration period: 1 year after receipt of the decision

  • Every 3 years, further evidence must be provided (evidence of practical experience and/or further training – see regulations booklet)

Procedure

You must prepare and submit your application for registration on the website of the German Energy Agency GmbH (dena).

  • Register for a user account on the dena website.
    • Enter all required information.
    • Select a listing category.
  • Upload all required documents online in your user account or send them to dena by email, fax or post.
  • If necessary, upload the required documents from reference projects exclusively in the user account.
  • Submit an application to be registered as an expert online in your user account on the dena website.
  • Send the signed application to dena by email, fax or post.
  • After reviewing your documents, dena will decide whether to activate your entry.
    • Once your entry has been activated, you will receive a confirmation by email.
    • If your application is rejected, you will receive an email from dena asking you to log into your user account. There you will find out which requirements you have not fulfilled.

Processing time

For processing the application: usually 2 weeks

Fees


  • To check the requirements for registration, a one-off registration fee of EUR 100.00 is charged per module in the year of registration. If registration is made via references, an additional EUR 200.00 is charged for the examination.

  • In addition, an annual fee of EUR 120.00 for one module or EUR 170.00 for two modules is charged. This will be invoiced annually from the time of activation.

  • If experts have offices at several locations, they can enter these as secondary addresses (maximum 4 per expert) in their user account. Once activated, an annual fee of EUR 10.00 will be charged per secondary address.

  • Members of a network partner learn the costs from the network partner.
