Apply for recognition of a specialist training course for biocidal products

Prerequisites

• The course concept meets the legal requirements for specialist training courses according to the Hazardous Substances Ordinance for the use of biocidal products
• The concept is designed specifically for the biocidal products and uses under consideration.
• They have professionally qualified teaching staff

Documents required

Teaching materials or documents on the course concept, including:

• Course program
• Course content
• Speakers and their qualifications
• Timetable with details of the lecturers for the teaching unit
• Proof of the qualifications of the speakers
• Contents of the presentations as short contributions
• Information about teaching materials
• Draft of a course certificate
• Examination documents and information on the examination procedure (for example, an examination sheet with evaluation and marking of the correct answers)
• exact description of the expertise acquired through the course with reference to the underlying Technical Rule for Hazardous Substances (TRGS)
• Required pre-qualification of the course participants

Please note

The requirements of the Hazardous Substances Ordinance for the use of biocidal products were fundamentally redesigned in 2021 in order to adapt them to the requirements of the European Biocidal Products Regulation (EU) No. 528/2012. This also applies to the requirements for expertise and recognized training courses.

The necessary adjustments to the Technical Regulations (TRGS) to these changes to the Ordinance on Hazardous Substances are still being developed (as of January 2024). Therefore, the TRGS can currently only provide limited information on the requirements for specialist training courses. Please contact the recognition authority for current information on the required course content and implementation.

Deadlines

You do not have to adhere to any statutory deadlines.


Recognition for these specialist training courses is usually limited to three years.

Procedure

You submit an informal, written application stating for which use of biocidal products the course is intended to provide the required expertise. You must attach documentation relating to the course to the application, which will enable the authority to assess whether the course meets the legal requirements.

If the authority requires further documents or information, it will inform you and you must submit them.

Once the authority has reviewed your application, you will receive a decision.

Processing time

Approximately 2 months; if documents need to be submitted later, even longer

Fees

Fees are charged for processing your application. The amount of the fees depends on the processing effort required by the authority.
