Detailed description

In order to ensure that regulations for environmentally friendly and resource-saving waste disposal are met, measurements and tests must be carried out. Certain measurements and tests may only be carried out by officially designated testing centers.
If you meet the requirements, you can be notified as an investigation body under the Closed Substance Cycle and Waste Management Act.
You can be notified as an investigation site for the following types of waste:

  • Sewage sludge
  • Waste oil
  • Biowaste and
  • old wood

You will then be announced by the responsible body as a notified testing body on the portal of the Research System for Measuring Points and Experts (ReSyMeSa).

 

Information

Prerequisites

Your company is based in Hamburg.

If your company is not based in Hamburg:

  • You plan to work in Hamburg and
  • the federal state in which your company is based does not offer corresponding notifications.

They have the professional competence as an investigation body in the following areas:

  • Staffing
  • Guarantee of technical requirements
  • Internal and external analytical quality assurance via quality management
  • Ensuring that the examinations are qualitatively and quantitatively carried out according to parameters and allocation values of the legal regulations
  • Employment of samplers with professional qualifications

Documents required

Please submit the following documents with your application:

  • Curriculum vitae, certificates of professional training, evidence of previous professional activity of the laboratory manager and his representative
  • Information on the number and qualifications of employees
  • Information about equipment
  • Information on whether the testing facility is recognised in other countries (proof of accreditation or approval notices from approval authorities in other countries)
  • Evidence of successful participation in the interlaboratory test

Existing accreditations according to DIN EN ISO/EC 17025 will be considered as proof of competence, provided they are valid and applicable to the requested investigation task.

Please note

The authority responsible for you is the environmental administration of the federal state in which your company is based. If your company is based abroad or the federal state does not offer the relevant notification, please contact the federal state in which you plan to operate.

Deadlines

You need to be registered as an investigation body in the environmental sector regulated by waste law before you start your work.

Procedure

  • You submit the application for “designation as an investigation body in waste management” together with the necessary documents to the competent authority.
  • The responsible authority will examine your application and your documents. If necessary, the responsible authority will request further documents or information from you.
  • The responsible authority will decide on your application.
  • You will receive a notification from the responsible authority.
  • They are announced by the responsible body via the Internet portal of the research system for measuring points and experts (ReSyMeSa) as an investigation body in the waste management sector.
  • Your notification is valid in all federal states.

Processing time

Processing usually takes 2 months after the responsible authority has received all the necessary application documents.

Fees

For notification as an investigation body, you must pay a fee of between EUR 60.00 and EUR 1,500.00, depending on the administrative effort involved.

Legal remedies

Objection within one month after you have received the decision.
