Prerequisites
- They have a concept for preventing incidents.
- They have a safety management system.
- They have measures in place to prevent accidents and limit their impact on human health and the environment.
- The construction and operation of the systems correspond to the current state of safety technology.
- They have internal alarm and hazard prevention plans.
Documents required
- Safety report with relevant information in accordance with the Major Accident Ordinance in duplicate

In the safety report, demonstrate that you have an incident prevention concept and a safety management system.
The measures to prevent accidents and to limit their effects on human health and the environment must be included in the safety report.
The construction and operation of the facilities must comply with the latest safety technology. Provide sufficient information so that the responsible authority can decide on the location in the neighborhood.
Deadlines
They shall submit the safety report to the competent authority within a reasonable period of time set by the competent authority before the plant is put into operation.
You update the security report
- at least every 5 years,
- in the event of a change relevant to an incident,
- after an incident (Annex VI Part 1 of the 12th Federal Immission Control Ordinance) and
- whenever new circumstances so require, or to take into account new safety-related knowledge and current findings for assessing the risks.
You must submit updated parts of a safety report due to incident-relevant changes to the competent authority at least one month before the change is implemented; otherwise, you must submit updated parts of safety reports immediately.
