Apply for recognition of relief offers for people in need of care and carers

If you regularly support people in need of care in their daily lives and receive payment for this, you can have your services recognized. This allows the costs to be billed through long-term care insurance. You can find further information here.

Detailed description

Services for everyday support are services that help ease the burden on caregivers. They support those in need of care in remaining in their home environment for as long as possible, maintaining social contacts, and continuing to manage their daily lives as independently as possible.


If you have your services recognized, your clients (who require care) can claim the costs through their long-term care insurance. Recognition ensures that your services meet certain quality standards. Recognition is granted upon application under state law in the federal state in which you provide the services.

Information

Prerequisites

Volunteer neighborhood helpers and employed domestic helpers are considered recognized if they are registered with the Neighborhood Help Service Center.



The following conditions apply to all other offers:

  • The legal form of the sponsoring organization is an association, a corporation or other legal entity with its registered office in Hamburg.
  • You send your application in writing to the responsible body - if the offer is to be provided and recognized in Hamburg
  • Your offer is designed to be permanent and is provided regularly and reliably (at least once a month for 11 months per year).
  • You can present a detailed concept for your service and its quality assurance, which also takes into account the relationship between volunteers, employees and those being cared for.
  • The volunteers and staff members are trained specifically for their services and receive regular continuing education. The training comprises at least 40 hours of instruction and covers topics such as clinical pictures, communication, and first aid.
  • A health or social services professional employed by you will provide professional and psychosocial guidance, support and assistance and will conduct initial interviews with the future users before the service is provided.
  • You have adequate accident and liability insurance coverage.
  • All personnel deployed can communicate in German and ideally have a common language with the beneficiaries.
  • Volunteers and employees are personally and professionally suited to the tasks involved.
  • The price of your offer does not fall below the price cap.

Please note

In particular, the following offers of support in everyday life are eligible for recognition:

  • Groups of volunteers to provide hourly relief to family caregivers or similar caregivers in the home
  • Groups of volunteer care companions who provide structured advisory and emotional support to family caregivers and similar caregivers within an organization.
  • Care groups in which beneficiaries are regularly cared for on an hourly basis by volunteers.
  • Community services for beneficiaries and their caregivers, in which the beneficiaries are cared for by volunteers.
  • Discussion groups for beneficiaries or relatives and similarly close people in their capacity as caregivers.
  • Household assistance provided by employees under the responsibility of a home or family care service.
  • Family support services for children and young people with disabilities, provided at home or in groups.
  • Individual support by volunteers (neighbourhood helpers) registered with the Neighbourhood Help Service Centre
  • Household help provided by persons employed by the beneficiaries or relatives or similar persons to provide care and household services and who are registered with the Neighbourhood Help Service Centre.

The recognition is granted for a limited period.


You must submit a report for the previous year by the end of March.

Procedure

  • It is necessary that you review the additional information on eligible programs in Hamburg in advance and independently determine whether you meet the requirements. Please refer to the "Links" section for more information.
  • You arrange a consultation appointment with the responsible office by email
  • After the consultation, the responsible office will send you the necessary information and forms.
  • You submit your application along with the necessary documents to the responsible authority.
  • The responsible body will review your application. If the review is successful, you will receive a written notification of recognition.
  • The responsible body publishes its offer in the care guide of the Association of Substitute Health Insurance Funds (vdek) and can thus be found by those in need of care.
  • The responsible body will record your offer in a price comparison list from which the nursing care insurance funds can see whether your offer is recognized.
  • You must then submit a factual report on the development of your offer once a year.
