If you wish to operate a facility that does not require a permit and handles certain quantities of organic solvents, you must report this.



This applies especially to

  • Printing and coating systems,
  • Cleaning and impregnation systems,
  • Laminating systems,
  • Facilities for the manufacture of shoes and
  • Extraction and refining plants.

Your facility will be recorded in a plant register.

 

Information

Prerequisites

You want to operate a facility that does not require a permit.


You must display the system if you are performing activities such as printing, coating, cleaning, extracting, and the solvent consumption during these activities exceeds the specified thresholds:

  • from 0 tons of solvent consumption per year (always)
    • Automotive coating
    • Winding wire coating with phenol/cresol-containing substances
    • Dry cleaning
  • from 1 ton of solvent consumption per year
    • Surface cleaning of materials or products
  • from 5 tons of solvent consumption per year
    • Systems for coating rail vehicles
    • winding wire coating (without phenol/cresol-containing substances)
    • Adhesive coating
    • Laminating machines (wood, plastic)
    • Shoe manufacturing (use of adhesives)
  • from 5–15 tons of solvent consumption per year
    • Metal/plastic, wood, leather, paper, foil, textile coating (depending on the material)
  • from 10 tons of solvent consumption per year
    • Strip sheet coating
    • Rubber processing
    • Extraction of vegetable oil or animal fat
    • Refining of vegetable oil
  • from 100 tons of solvent consumption per year
    • Manufacture of paints, adhesives, wood preservatives, printing inks

Please submit all information with your advertisement.

  • all documents that describe the operation or the handling of the substances, as well as
  • all details relating to the reason for the advertisement,
  • the operator data,
  • the location,
  • the type of facility and
  • the technical data of the system.

Please note

You are committing an administrative offense if you fail to submit the notification, or if you submit it incorrectly, incompletely, or not on time.

Deadlines

Register the system before putting it into operation.

Procedure

  • You submit your notification in writing to the relevant authority.
  • Alternatively, you can use the online service.
  • To do this, you access the online service and log in with your user data or register.
  • You enter the information using the input form and upload any required documents.
  • The responsible authority will review your information and may request further documents or information from you.
  • The responsible authority will record your plant in its plant register.
