Waste management plans are strategic documents prepared by public authorities, usually at national, regional or local level. They set out country-specific framework conditions for waste management, in particular with regard to

  • waste prevention,
  • the exploitation and
  • the environmentally friendly disposal of various types of waste.

You can view the waste management plans of the Free and Hanseatic City of Hamburg.



As a company that generates or recycles waste, you can, for example, use waste management plans to align your processes accordingly.


As an environmental organization, you can, for example, use waste management plans to ensure that environmental interests are taken into account.

Older plans may no longer be available if they have been replaced by newer ones.

Currently valid waste management plans exist for

  • dredged material
  • construction and demolition waste
  • hazardous waste
  • municipal waste

The contents of a waste management plan are:

  • Waste analysis: An inventory of waste streams, including types and quantities of waste.
  • Objectives and targets: Setting quantitative and qualitative objectives, such as recycling quotas or reducing landfilling.
  • Action plan: proposals for measures such as the promotion of recycling facilities, information campaigns or technical innovations.
  • Infrastructure planning: guidelines for the development and improvement of facilities for collection, sorting, recycling and disposal.
  • Legal and organizational aspects: rules on responsibility and cooperation between the actors.
  • Monitoring and evaluation: systems for monitoring progress and adapting measures.

The objectives of waste management plans are:

  • Waste prevention: Strategies to reduce waste through prevention and promoting sustainable consumption patterns.
  • Reuse and recycling: Promoting measures that facilitate the recycling and reuse of materials.
  • Efficient disposal: Ensuring that non-recyclable or reusable waste is disposed of in an environmentally friendly manner.
  • Protecting the environment: minimising the negative impacts of waste on the environment and human health.
  • Promoting the circular economy: Strengthening a closed material cycle to make better use of resources.
