- All persons with German citizenship who have their main residence in Hamburg can apply for a passport in Hamburg.
- The consent of all custodians is required up to the age of 18.
- Since November 1, 2007, only biometric passports with fingerprints have been issued. All previous passports remain valid. An extension is not possible. Your expired passports (including temporary ones) will be confiscated or given invalidated.
- For people over 24 years of age, the passport is valid for 10 years. It is valid for 6 years for people under the age of 24.
Important notes
Prerequisites
- German citizenship according to Article 116 of the Basic Law
- Personal visit when applying (also applies to minors).
- Personal appearance of the minor and at least one legal guardian is required. If a guardian does not appear in person, their written consent with signature and the original identity card/passport are required.
- Registered in Hamburg with an apartment. If you are registered in Hamburg with a second home, the approval of the identity card authority at the place of your main residence is required for the issuance of the identity document; this will be obtained from Hamburg Service.
Documents required
- Current passport photo, which must meet the photo requirements for electronic ID cards.
The requirements for the passport photo can be found in the photo sample table (see the link “Federal Ministry of the Interior and Homeland - Photo sample table”, at the bottom of this page under “Forms, Service & Links”).
A photo booth (speed capture terminal) is available. The fee for a photo on site is EUR 6.00. You will not receive a printout. Please note that the existing photo booth is not suitable for taking passport photos of infants and small children. - Of legal age: federal identity card, if newly issued: old passport
- Minors: Birth certificate, children's passport (if available), personal interview of the child with at least one legal guardian/legal representative. If parents live separately, only the parent with whom the child is registered may apply for the passport. Declaration of consent and identity cards or passports of the guardians, proof of sole custody.
- Process: Old passport.
- Loss: Federal identity card. If not available: birth or marriage certificate.
- Theft: see Loss, additionally: The theft of the passport must be reported to the police and the theft report issued there must be presented.
- Change: Old passport, proof of change (e.g. documents).
- After naturalization: naturalization certificate, old passport or identity certificate, birth and/or marriage certificate.
Please note
- Extension or change not possible! A new passport will ALWAYS be issued.
- The passport can also be picked up by an authorized person.
- The loss of a passport can be reported at any Hamburg Service location without an appointment.
- Persons without a permanent residence should contact the Central Residents' Office (see passport for non-Hamburgers).

Note refers to the information and acceptance point of the Oberalster tax office - Bramfeld branch : A common mailbox for everyone in Herthastr. 20 resident authorities is in the entrance area of the building Herthastr. 20 available and accessible during the opening hours of the building. Placing applications in this mailbox does not lead to compliance with the deadline, as this mailbox is emptied by the customer center, which is not the competent authority. To meet the deadline, please use the mailbox of the Oberalster tax office on Nordkanalstr. 22, 20097 Hamburg.
If you would like to apply for an identity card, passport or children's passport, you can use an existing self-recording terminal (speed capture terminal) in the customer center to capture the necessary biometric data (digital photo, signature, fingerprints).
Please allow a few minutes more time before your appointment to collect your data.
Note: You will not receive a printout of the digital photo.
There is no need to bring a passport photo with you when using the self-registration terminal.
Use costs 6 euros.
Please speak to the clerk afterwards.
The existing self-recording terminal (Speed Capture Terminal) cannot be used for fishing licenses and driver's license applications. Please bring a passport photo (biometric) with you for these services.
